The Best ISP Proxies and the Best Residential Proxies Pass These Tests. Here Is How Ours Do
We wrote our mobile proxy page as a checklist rather than a sales pitch, and the same treatment applies here. BetterProxies now sells static ISP addresses by the month and residential data by the gigabyte beside its dedicated carrier lines. Before you decide whether ours are the best ISP proxies or the best residential proxies for your job, you should know what best means for each, which three tests settle it in a few minutes, and where providers usually fudge. Then we put our own catalogue through the same tests, with every price written in full and the things we will not claim stated as plainly as the things we will. The tables on this page are generated from the catalogue our checkout reads, so a figure here is a figure you pay.
The static ISP lines, scored
Every address is a single IPv4 registered to the network on its label and racked in Virginia for the US lines. It does not rotate, it is not shared while your order runs, and one login covers the whole order. The networks, the prices and the stock status below come from the live catalogue, not from a brochure.
| Static ISP line | Where | Per IP per month | Min. order |
|---|---|---|---|
| AT&T Native | US, Virginia | $4 | 10 IPs |
| AT&T Fresh | US, Virginia | $2.40 | 10 IPs |
| Comcast Native | US, Virginia | $2.40 | 10 IPs |
| Frontier Native | US, Virginia | $2.40 | 10 IPs |
| RCN Fresh | US, Virginia | $2.40 | 10 IPs |
| T-Mobile Legacy | US, Virginia | $2.10 | 10 IPs |
| Orange Fresh | France | $2.40 | 10 IPs |
| DTAG Fresh | United Kingdom | $2.40 | 10 IPs |

The metered residential and mobile data, scored
Residential data is drawn from real home connections in 190+ countries and billed only on what passes through, at a flat rate per GB. You generate lists from one order, target a country and optionally a state, city or ASN, and choose a new address per request or a sticky one for up to 30 minutes. The mobile pool applies the same controls to shared 4G and 5G addresses.
- 190+ countries
- Target: country, state, city, ASN
- Sticky up to 30 minutes
- Or a new IP per request
- Data never expires
- Top up any time
- Shared 4G and 5G pool

What best means for a static address
A static ISP address has one job: to be the same tomorrow, registered to a real broadband or carrier network, and fast. The best ISP proxies are therefore judged on three things. Does a lookup return the network on the label and not a hosting company? Does the address survive the whole term without being reassigned? Is the price per address per month written in one line, with the minimum order and the term beside it?
Anything else a seller says about an ISP address is decoration. Speed claims are fine but easy to test yourself. City claims deserve suspicion: a static address is where its rack is, and ours are in Virginia, which we say rather than hide.
What best means for metered data
Residential data is judged differently. The best residential proxies meter honestly, which means only traffic that passes through is charged and lists you generate but never use cost nothing. They let the gigabytes sit without expiring, because a provider that expires data is selling you less than you paid for. They target to the level the job needs, and they say plainly how long a sticky session can hold.
A fourth test matters more than it sounds: what happens when you remove the order. A provider that keeps unused gigabytes is telling you how it thinks about customers.
Test one: does the address read as the network it claims
Order the smallest ISP batch, run a lookup on each address, and read the owner field. Ours return AT&T, Comcast, Frontier, RCN or T-Mobile for the American lines, with Virginia as the location, DTAG with the United Kingdom, Orange with France. If a seller's addresses return a hosting company, they are not ISP proxies whatever the listing says.
The labels tell you the address's age. Native has been on the carrier for a long time, Fresh is newer to the proxy market, Legacy is the budget tier. Each has a place: a Native address for a long-held account, a Legacy address for a whitelist that only needs to be stable.
Test two: the price in one line
Here are ours. AT&T Native is $4 per IP per month. The AT&T Fresh, Comcast Native, Frontier Native and RCN Fresh lines cost $2.40 per IP per month. T-Mobile Legacy is $2.10 per IP per month. DTAG Fresh and Orange Fresh, the UK and French ISP lines, are $2.40 per IP per month. Telus Fresh in Canada is $2.40 per IP per month but sold out as we write.
Orders start at ten addresses and run 1, 3, 6 or 12 months. So the cheapest way in is ten T-Mobile Legacy ISP addresses for a month at $21; the $2.40 ISP lines start at $24 for ten; AT&T Native starts at $40 for ten. Residential data is $2 per GB and the shared mobile pool is $10 per GB, both flat, with no tiers to decode.
- ISP: $2.10 to $4 per IP per month, ten addresses minimum, 1 to 12 months
- Residential: $2 per GB, metered on use, never expires
- Mobile pool: $10 per GB, shared 4G and 5G, never expires
- Smallest ISP order: $21 on T-Mobile Legacy ISP, $24 on the $2.40 ISP lines, $40 on AT&T Native ISP
Test three: the rules you are agreeing to
One ISP order carries one login: username and password, an IP whitelist, or SOCKS5, shared by every address in the order. You can change the type from My Proxies, and doing so regenerates the credentials for all of them. Orders renew by the month; auto-renew from balance is optional, and a reminder arrives three days before the end if you leave it off. Extensions are billed at your original price. Removing an ISP order early stops it at once and refunds nothing, and we would rather say that here than in small print.
Residential and mobile pool orders have no end date. Remove one within seven days and the unused gigabytes go back to your balance at the price paid. Top up any time, or let the order top itself up by an amount you choose whenever less than a tenth remains. Lists come as host, port, username and password, and generating them is free.
The shared mobile pool against our dedicated line
We sell both, so we will be exact. The rotating mobile pool is shared 4G and 5G data at $10 per GB from many real phones, targeted by country, state or city, sticky up to 30 minutes or rotating per request. A BetterProxies line is one SIM in one modem rented to one customer with 15 GB per day, at $5 a day, $30 a week or $70 a month on 4G and $7, $35 or $85 on 5G, and the hourly line is $2 on 4G or $3 on 5G for the first two hours.
Judge them by the job. One steady cellular identity for weeks: the line, every time, and past a few gigabytes it is also cheaper. Two hundred different cellular addresses in a dozen cities for an afternoon: the pool, because no modem can do that. A seller who says a shared pool replaces a dedicated line is skipping the test.
What we will not claim
We will not claim the ISP addresses are in your city; they are in Virginia. We will not claim they are mobile; they are broadband and carrier addresses in a rack. We will not claim residential data is a substitute for a dedicated line when an account has to look like one person. And unlike our mobile lines, these are not modems we racked ourselves, so we judge them with the tests above rather than with adjectives, and we publish the results as a price list you can read in one sitting.

Best ISP and residential proxies: the questions we get
What makes an ISP proxy the best one?
It reads as the network on its label, it stays the same for the whole term, and its price per address per month is written in one line with the minimum and the term. Test the first with a lookup; the other two are in the order rules.
How do I test an ISP proxy before relying on it?
Buy the smallest order, ten addresses for a month, run a lookup on each, and check that the owner is the carrier and the location is Virginia. Then connect with the single login and confirm every address answers.
Where are the best ISP proxies located, honestly?
Wherever their rack is. Ours are in Virginia for the US lines, resolving to AT&T, Comcast, Frontier, RCN or T-Mobile, with DTAG in the United Kingdom and Orange in France. Anyone promising a static ISP address in your exact city should show you the lookup.
Is residential data billed on what I generate or what I use?
On what you use. Residential data is $2 per GB of traffic that passes through; lists cost nothing and unused gigabytes never expire.
What is the catch on refunds?
There is one and we state it: an ISP order removed early stops immediately and is not refunded. Residential and mobile pool orders removed within seven days return their unused gigabytes to your balance.
Shared mobile pool or a dedicated BetterProxies line?
Pool for many addresses in many places for a short time, at $10 per GB of shared mobile data. Line for one address you hold, with 15 GB per day on a SIM that is yours alone. Different tests, different winners.
Can I change the login type on an ISP order?
Yes, from My Proxies, between username and password, a whitelist and SOCKS5. The change regenerates credentials for every address in the order, so do it between runs.
